Amsterdam should be underwater. But thanks to several long walls of dirt called the Zuiderzeewerken, it isn't. There are many areas like this in the Netherlands, but the Netherlands will probably never flood. The Dutch government have engineered around every possible water problem in such a way that even Amsterdam, a coastal city, can be 7 feet below sea level.
I realized this when I was halfway through painting this. My original idea was that the Netherlands would flood due to climate change, and people would have to use floating houses, but now the excuse I'm using for the floating houses is that Amsterdam is just becoming too cramped, I guess. Amsterdam already as a sort of house-boat culture, so I figured this would be a natural evolution from that. Modular, floating houses: each probably co-owned by several flatmates or a business.
As for the towers, they are actually giant pistons powered by the current, which generate energy for the city. And, of course, they have wind turbines on top of them, because wind turbines are synonymous with the future.
