That is because all the parents in the future have died and the children have inherited their cars. In a world where 85% of the population is below legal driving age, laws restricting driving to those with a license have been thrown aside and the country is full of children trying to use cars designed for adults to traverse the land.
It's actually because the car is self-driving and the parents don't need to be there to drive their child. Self-driving cars might have parental settings due to this practice so the kid can't go wherever it wants. A child might say something like "Salutations car, I wish to travel to McDonalds this day." Even though McDonalds is not likely to have the same hold on the mind of America in the future. And the car would be all, "THE OWNER OF THIS VEHICLE HAS NOT GIVEN YOU PERMISSION TO CHANGE ITS DESTINATION. IF YOU WISH TO ALTER THE ROUTE OF THIS VEHICLE, CONTACT THE OWNER." and the child would say, "Rats, foiled again by this confounded automobile! I suppose I must attend school once again."
Seeing as this car does not presently exist, I had to design the thing I made sure to include some characteristic features of the self driving car; inward-facing seats and lots of leg room. It took a bit of rejiggering to convey this all on a rectangular canvas, but I think I pulled it off pretty well.
